Consultation on the role of the Scottish Health Council: Strengthening people’s voices in health and social care

The Scottish Health Council is a key part of Healthcare Improvement Scotland and plays a leading role in ensuring that NHS Scotland listens to the views of people and communities, and that it acts on those views.

It is well-recognised that services can only improve when they are informed and shaped by people who use those services, their families and carers, and local communities.  Whilst there has been progress made in engaging people, we believe there is more that can be done to improve people’s experience of engagement, whether at individual, community or national level, and to demonstrate more clearly the difference that their engagement has made.

Why We Are Consulting

Clackmannanshire’s community councils work within a framework governing how residents establish  community councils in the first place and certain aspects of how those community councils then operate. The governing framework, called the Scheme for the Establishment of Community Councils,  sets out common parameters within which they should operate to ensure they maintain standards of democracy in keeping with their function.

Although at a local level residents already have scope to determine much of how their community council goes about its business on a day-to-day basis, we feel the current framework could be amended to better suit modern attitudes to community representation and to reinforce the scope for self-determination.

We are asking people to comment on the document containing these broader aspects of how community councils operate which all community councils should have in common.

Clackmannanshire and Stirling Health and Social Care Forum

The Health and Social Care Forum is a key way for CTSI and Stirlingshire Voluntary Enterprise (SVE) to engage with local organisations in Clackmannanshire and Stirling to ensure that their concerns around health and community care are relayed to decision makers and that peoples’ views are heard.

At the August meeting MECOPP will be talking about their Rights, Respect, Responsibility project that helps people assert their rights under Self Directed Support legislation.
